Customer Assistance Programs
The Low-Income Household Water Assistance Program (LIHWAP) is a temporary emergency program to help low-income families pay overdue water bills. LIHWAP is a grant. You do not have to repay it.
The Department of Human Services and the Public Utility Commission announced the effort, which will help Pennsylvanians maintain access to drinking and wastewater services.
The program will provide assistance to families who have past due water bills, had their service terminated or received a notice indicating that their service will be terminated in the next 60 days.

Paper: You can download a paper application from the links below, print it, fill it out, and return it to your local county assistance office.
As of Thursday, August 10th: The Low Income Household Water Assistance Program (LIHWAP) session will be extended one week. It will now close on Friday, August 18th.
